SENATE CONCURRENT RESOLUTION NO. 31

(By Senators Wiedebusch, Bailey, Ball, Boley, Buckalew, Minear, Schoonover, Scott and White)



Requesting the joint committee on government and finance to make a study of the fees the secretary of state charges for services, filings, applications and licenses in the state of West Virginia.

Whereas, Many of the fees the secretary of state charges for services and filings have not been changed in years; and
Whereas, The administrative costs of most services provided by the secretary of state's office are greater than the fees collected; and
Whereas, The cost of services is not equal within a class of services provided; and
Whereas, The fees, costs and services need to be reviewed and compared with the same from surrounding states; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby requested to review, examine and study the fees, costs and services
provided by the secretary of state's office and to make recommendations to the Legislature regarding the same; and, be it
Further Resolved, That the joint committee on government and finance report to the regular session of the Legislature, 1998, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the joint committee on government and finance.
